No, not quite. Your original explanation still comes off a bit confusing, can you explain it without being rude? I am maybe guessing you are saying a developer maybe had a character named Voshar and they banned him for shady reasons and named this NPC after him (calling him 'The Despised').
correct, and it was an attempt at making him forever a slave handing out unique things he couldn't have himself, it was scrapped, but it SHOULD be in this era, he was in the game for months before luclin - you would win tokens from GM events and turn them in for an item (or kill him for two items) he was removed when luclin launched and the casino was released

Casino wasn't in on Luclin launch. The Casino didn't exist on Al'Kabor, for example.

If the NPC was added in October 2001, and loot was dropping on Al'Kabor then he had the loot at that time on him. It lines up with 2001's fan faire where SOE would have told such a story, too.
Fan Faire was held on Orlando Florida, October 19-20, 2001.

Now - did anyone really know and was it commonplace knowledge that the items that dropped were that powerful? Probably not, and no one thought to kill this NPC if he is hail-able.
