I don't think it scales, but it's been awhile since I have tried it on a low level toon.
The range is really small, so unless the mobs are in melee range it will not consistently hit them. The level 20 Color Shift is a spell that should always be on your cast bar. Combined with a GCD clicky you can easily get off a Mesmerize (level 4) or Mesmerization (level 16) before the stun wears off. | ||

It's definitely 6 seconds or super close to it, it's not 5 seconds flat for sure. It is always 6 seconds starting at level 20, but you need to be pretty close to the mobs melee range for it to land. Alla has the AOE range listed as 25, compared to an AOE range of 20 for Color Flux, and 35 for Color Slant. P99 might be slightly different, but those AOE ranges seem right to me from personal experience.
