Confirming.

He does spawn in the canal just before warrior's guild.
I tryed to give him 4 bracers and he just poofed somewhere else without completing the quest.
Note that I dont know if we only need to give him 2 bracers per quest.

Well he's spawning from time to time in the canal at the loc : 20, -17
