This is a problem in every zone. If I'm not mistaken, a person that was in the zone before you is untrackable but a person that entered after you is trackable. I may have that backwards but I just turned "Track Players" off and never even attempted to use it. I remember mention of a ground spawn requiring logging back in so that a player could see something that had spawned but was not showing up on screen. This may be a similar case that has been an issue all along.
Basically, don't try tracking people, heh.
