Not sure if this helps since I'm not sure what era he's actually supposed to get it, but "Mana Drain" is the spell Quag Maelstrom (named Seafury) "casts" even though it's like an instant-cast.

Also, again, not sure if this actually helps but posting anyways. Kedge seahorses cast Invoke Fear2

[Sat Jul 01 10:39:02 2017] a gloomstalker mermaid begins to cast a spell.
[Sat Jul 01 10:39:04 2017] a soothebrine seahorse regains concentration and continues casting.
[Sat Jul 01 10:39:04 2017] You resist the Invoke Fear2 spell!

Hamal Skeletons in HS also currently cast Invoke Fear2. (They also Gate which im skeptical they should be doing)

Edit: Found some TOFS mobs that currently cast Fear2.

[Thu Jun 15 20:37:04 2017] a ghostly scholar says 'Heretic! Dare you enter our sacred halls? Your crimes shall not go unpunished. You shall die for your deeds.'
[Thu Jun 15 20:37:04 2017] Zorglim the Dead bashes a ghostly scholar for 18 points of damage.
[Thu Jun 15 20:37:04 2017] Zorglim the Dead hits a ghostly scholar for 79 points of damage.
[Thu Jun 15 20:37:05 2017] You resist the Fear2 spell!

The next one it's hard to tell which mob was casting it cuz so many mobs around buffing themselves but it was on TOFS 5th floor. Think it was Daman
