On Red there's traditionally been nobody to answer petitions nevermind restore items.

If you trade your stuff to an NPC its considered the same thing as losing it in a drop transfer-- its working as intended.

I've had a failed drop transfer (due to getting stuck at server select) on red reimbursed.
