Lots of water goblins can shoot arrows, are you sure he just wasn't shooting arrows at you for less damage then his melee? This happens with aqua goblins in Lake Rathe as well

Aye prolly Arrows, funny thing about that is they don't seem to have a "the target is to close to shoot arrows at" code.
If you root them just outside melee range they still shoot arrows at you.
