Changing UI's, which spell icons are a part of, is 100% not against the rules. Not sure why it would be suggested that it is. Look at screenshots posted here, a lot of people use modified UI's.

DuxaUI from here on the forums, run the all in one installer, it has an option for Luclin era spell icons and it also has the option of original spell icons with their names beside them, as seen in this pic
