Regurgitonic.

This little gem of info really should be noted in the quest information, but it is possible for you to receive a Bad Regurgitonic from Kimble Nogflop. I spent weeks trying to feed Frostbite a regurgitonic that he just kept telling me was something he didn't want. I cast Identify on it, and it's lore info said: Bad Regurgitonic. I destroyed it and got another one, which worked perfectly fine.

So get a 16+ Int caster to cast Identify while you're holding the Regurgitonic to find out if its the quest or the item causing the trouble.
