If you had logs turned on you can search through them for the quest text from either Phenocryst or the geonids to help you determine which step you're on. If you don't have logs or can't figure it out from the logs you do have you can try identifying the Velium Focus to see if there are any clues in the item's lore.
If all of that is still inconclusive I'd just turn it into Phenocryst. Two of the three different versions of the Velium Focus go to him, and even if you're wrong it's relatively easy to get back to that point in the quest.
