This actually has been the case. You either roll at the correct time or get told to leave. This is actually why it's so difficult to move the time, combined with the trolls who deliberately try to refuse to let other people move it when it's hours from the roll time.

I don't want to turn in to a Nazi about a video game, and turn people away if they are at the roll within a few mere moments.

This is why this new system allows for the roll time to get moved. It's just asked that this post be updated with the new roll time, and allow one day for people to adjust to the new roll time.
