10:20ish primary, venomous axe secondary, 20% worn haste (group with enchanters to cap it), 150 or so worn AC and a couple of hp/ac rings will easily get you to your velious class armour.

Get infestation and frostbringer if you can. If not Trochilic's Skean is a fairly common rot in Steamfont and makes a decent enough off hand for the 40s.

It would take a lvl 60 chanter to haste cap someone with a 20% haste item after lvl 31. haste cap is 50% lvl 1-30 and 74% lvl 31-50 so you wouldn't be over cap until the chanter starts using AQ or epic. And with a 20% at lvl 31 you would even be under cap with VoG on

You'll have to poopsock Vilefang until you get a timer on him and then show up with a raid on his next scheduled spawn. Otherwise, buying it from a farmer is the only other option.

Can do vilefang with 2 people, def dont need a raid, let alone a full group. However for someone his level he will probably have to hope for a rot.
