Play what you enjoy. Min-maxing is important for some people (and yes it can make the game easier in some respects), but the most important thing are levels.
If you roll a toon you don't like, then your likelihood to hit level 60 significantly decreases.. and at level 60, your race/racial passives are much less important.
If you wanna be a big polar bear, play Barb Shaman. If you wanna have a glorious mullet, play Dark Elf.
tl;dr: Having a character you enjoy playing is infinitely more important than a racial passive on a character you don't play.
