Many people will give mix opinions regarding Charisma for enchanter, some go for 200 or 205 cha to be 250 or 255 with the last buff, and others suggest they dont see a difference between 230 cha ( 180 cha unbuffed ) vs 255 cha. I've personally have seen a big difference in having lower cha versus max cha when it comes to charm duration, and lull resist. Yes summoned or charmed pets will take 50% when soloing, I don't know exactly how it is done, but I believe a magician would reclaim his pet before enemy is dead and finish with a nuke to summon a new pet chain summoning, and regarding charming there is a couple of methods you can use to negate the experience penalty.
