Rogue with epic & haste

Rogue backstab has 10 sec cooldown with no haste. Epic haste lowers the cooldown to 6 secs with 40% haste.

Will wearing a haste item under 40% along with a Ragebringer bring down the backstab cooldown?

I thought only one worn haste item could be active at a time, and the highest value was the "active" one. So wouldn't you need a 41% haste item to trump the Ragebringer? Or does something like an FBSS/SotDB somehow affect the backstab cooldown while the Ragebringer's haste affects your regular attacks?

With both Ragebringer and the crappy 21% sky belt equipped, my backstab timer is 1-2 seconds faster than with just the Ragebringer equipped.
