im so glad i was just walking through EC one day, while still in my mid 30's, and someone told me he was up.
that camp sounds miserable. Ask the people who are hunting there to give you a /tell if he spawns

The Tainted Battle Worn Morningstar (coupled with the Charred Guardian Shield) from the undead cleric in Kith makes a cheap and easy alternative, if you find you're loosing your marbles waiting on the Plat Ring.
I lost 2 days of my life to this bugger on bugger the first time through. That was enough for me.
