Just WHAT is going on with tempest DKP?

I just checked the logs and there are no IPS from Pennsylvania that made any changes, nor any admins from that region that have permission so I'm not sure what Sektor or Jupe are referring to.

a VPN is possible, but judging from what I saw its a home internet connection. What state do you live inblueflower ?
