Static spawn at the very front of the pool leading to Zlandicar. 24 hour timer with some variance. No PH. If he's not up, that's because he was killed. You can "track" him at the zoneline by sending eyeballs into the wall but there is only like 2 or 3 points an eye can appear that you can reach Vilefang with.

There's no evidence he has the same spawn timer as the other serpents anywhere, but we have evidence that he is a 24 hour spawn, within a year of Velious launch - seems unlikely they would change his timer to be higher instead of lowering it. He's still a 24 hour spawn on the Live progression servers currently in Velious, though.

Most likely whoever did the spawn timers in DN for P99 didn't even bother looking it up and just set it to the same as the other mobs in zone.
