It will be both supposedly.
It will be nerfed in a way that more or less coincides with how it happened on live. At least that is what has been stated in the past.

So then I assume you mean:
It will drop as Mosscovered Twig, 3/10...THEN Some time later it will be changed to drop as a Mosscovered Branch, 5/15 Then sometime even LATER the Mosscovered Twig will be set to Offhand only? This happened after the GM's saw how a monk raped face in a best of the best using it in primary, which shouldn't be that much of a concern here.
