Because money (In addition to the aforementioned of course). If we can get a national mandate on a persons right to choose, businesses will do one of two things. Some will simply avoid the hassle and stop offering public restrooms. Others will continue to offer restrooms, while flaunting their moral superiority. This will prove wildly popular with some and unpopular with others.

Cunning business managers will opt for a one-size fits all solution, 100% private individual restrooms. This will drive construction costs up, decrease leaseable floor space and as a result drive up costs for tennants who will pass it on to their customers in their $5 lattes. It's a big win for landholders and developers, righteous among men. It's a big win for government as well. Greater private revenues lend to greater tax revenues and non-compliance fines create a whole new revenue stream! The public can take heart in the knowledge that once again they have defended the down-trodden and for another day be free from the agonizing reality of meaningless existence wrought of modern society.
