There are three types. Any fixed / Roaming in a place that is none 90sec Repop. Faction does not have anything, the default is KoS. Frankly VP level and number of people coming to you (Even though a strong example), but small fish, 90sec repop so I was hardly to Kill few become a Raid. Faction is not always KoS. Entire zone is on Ring of Scale. Bards that choose Veeshan as their diety are not KoS. Classic VP until the PoP re-vamped happened was even being max ally with Ring of Scale, the dragons themselves are the only ones who would con ally, all the trash mobs would otherwise be scowl still.

Also when killing the trash mobs who were scowl, even being ally to RoS, would drop your RoS faction.

Being max ally was almost useless, maybe avoid the dragon outside ToV from agroing you that roams back and forth, or Gore/Tal, whoever else.

Add: With the re-vamp though all the trash mobs/dragons wouldnt agro except the lava drakes in the lava, thats when the faction was useful.
