If you don't want to ruin city faction, don't kill guards. Guards are for lazy people who don't want to get out to the harder places for exp, anyway. Not to mention it's usually a solo activity. Don't let them peer pressure you!

(This advice is moot if the guards in question already hate you as a high elf of Tunare.)
