real answer: don't worry about your gear leveling up. get some jewelcrafted hp/ac rings, some banded armor, and the best weapon you can get. thats all you need to get level 60. there's a decent bow that drops in south karana that you can get pretty easily if you don't want to do fletching. make your first long term goals to save up for a woodsman's staff and a haste item (poor man's haste = hangman's noose or plane of sky belt)
you'll get gear upgrades as you go just playing the game. it's a bit slow at first, but once you get around level 40-60 you'll find a lot more opportunities to get loot with stats on it. as a ranger there is minimal competition from other players for a lot of the items you need.
