How much will dex really increase proc frequency?
I mean its about 1 per minute from what I understand. Will ~200 dex actually increase it meaningfully (rate improved to 1 per 45 seconds)?

Over 200 dex it's around 2 procs per minute primary and 1 proc per minute offhand. Weapon affinity and combat effects in later expansions raised this, but your primary and its augments always fired twice as often as your offhand.
Spell proc effects like boon or clicked fired at a rate independent of dexterity. Weapon speed and haste/slow are irrelevant for procs over time. Your chance of a proc per swing goes up if slowed but your swings per unit time go down to match. They will even out over time.
