So unlike live where I'd have level 1 halflings parked in Dragon Necropolis at raid targets to scout and claim ahead of schedule for Zlandicar, and others in skyshrine for Yelinak it doesn't apply here?

I don't know what server you were on either, but where I came from that'd hold a target for no one. You either show up with a reasonable raid force (typically first with 15-20 with a short time to gather more) or expect to have your target taken. Everyone had level 1 spies, that just gave you the heads up you needed to get your guild's ass in gear. Nothing more.
