Being that this isn't a raid mob (despite the FTE shout), I kinda feel like it's a little more ok to take action when someone is clearly breaking the rules. Sorta like when someone is claiming ALL the dead side named in LGuk. You don't fraps it for 20 minutes and then make a petition. You pick the camp you want and take over.

I went to the other extreme. Given that the staff is overworked and underpaid, I always feel it's best to find a way to solve things amongst ourselves. I certainly would not recommend just KSing a staller and then scooping the loot... But let's say someone is found to be stalling via fraps/logs/screenshots a month after they already killed the mob with their unlawful FTE. Does the loot just get deleted? Is is just assumed that the petitioner had the best claim to the mob?

In other words, there's usually a tactful way to be proactive and avoid a petition scenario.
