This post below from 10-Dec-2001 (6 days after Luclin release) describes dragons being summoned by Vulak, which means they were not rooted.

Speaking of warping, last night at NToV... well, look at the Recon web site in my link below. We were fighting Aaryonar at a different spot, a wurm popped on us, then suddenly WARPED into Vulak's lair... anyone who has some passing knowledge of how NToV works knows that this is a Bad Thing(tm). Before I died, I saw Vulak, Vyemm, Koi, Aaryonar, Feshlak, Kreiz, at least 2 wurms, at least 6 named drakes, and about 4 unnamed drakes. Thx summon corpse. Stupid pathing. Or lack thereof.
