An offhand weapon has to swing in order to proc. Don't spread this misinformation.

Have you tested this? I have tested this.

Another thing about duel wield is swinging a two handed weapon doesn't reset the off hand timer, so you can unequip a 2 hander between primary swings to throw punches with your off hand.
