Can't see other player's spell effects when they cast on other PC/NPCs

Any fix for this? I've tried multiple reinstalls but the problem is still not fixed.

1) I cannot see other player's casting animations. The spell particles come out of their hands, but their arms dont move when they cast.

2) I can only see spell particles for spells that are cast on ME. Spells that are cast of other people do not show up.........
