Think he despawns for 1-3 hours before respawning again, that might be the issue here. You know the magic time to check, right?

Also if you're stealing gold/silver from him he hasnt got the parchment...get a sow or sow pots and be ready to run if your pickpocketing needs some work [You must be logged in to view images. Log in or Register.]
