How can a Druid turn in Sarnak War Braids for an OT hammer?

Sneak is a flat indifferent. You cannot increase that with faction spells.

Skeleton illusion increases faction in the city. You could duel a Necro to get nuked with the skeleton illusion nuke. But it only lasts 3-4 ticks. Also it doesn't bring you from Max KoS to dubious, you need semi-decent KoS faction to get brought up to dubious with this.

Sneak should work for this, did you try actually turning them in, or are you only trying to get quest text? Pretty sure dubious is sufficient to turn in those braids.

PS - Braids take literally 100s to get to amiable. As a Druid you can get the platinum from porting for a 2k Puppet String charge to buy your hammer in a fraction of the time compared to factioning.
