This is accurate it does get the 33% weight reduction in Velious era and the topic has been discussed numerous times on the forums.
Proof: www.project1999.com/forums/showthread.php?t=166 So in a few months when the staff implement changes for ~May Velious patch we should see this change. Just give it time.
