it removes the 2 second delay that you have to wait to cast another spell, and its for all slots not just the top slot. top slot is a little different in that it lets you cast the SAME spell again right away if the recovery time is met before the cast is done. other slots just remove the 2 second wait for a new spell.
Good for recharming a summoning mob for instance, or getting off a second stun if your first one was resisted. 2 seconds can be the difference between surviving or not.
Try it out. cast a spell, and then see how long it takes for your spell gems to light back up. Now cast a spell, use an instant clickie, and see that delay turn to nothing.
