There are jail cells in highkeep as well. I'll get a screenshot next time I'm there.

I don't know of any jails/cells/cages that aren't. Like Sorn said:

50 people in a big clump or 50 people spread out in a line? By cage do the sides of it need to be bars? Do you need a high ceiling?

I'm not sure there are any real cages in EQ. The aesthetic tends more towards stone walls with metal bar doors/gates.
