starting your own group is the key to leveling. Seriously, once I quit LFGing and started making my own groups I leveled to 50 in no time. If your groups are good you'll generally meet a lot of people that will want to group with you again and making them will become much easier.

Agreeing with Loke. Make your own groups, get to know other people who are usually on when you are. My personal favorite leveling location at around that level, or at least 19 is the dead side zone line in Upper Guk. You can just zone any trains but it's generally very safe with a good puller or good CC.
