Multiquesting is a completely classic functionality.
The issue is that when the server (P99) was first developed the ability to MQ quests was not present in the system until they were able to add custom MQing scripts (e.g. Jboots) to each and every quest. As the server progressed, all quests written/developed from Kunark onward had MQing built into them. Older quests had to go back and be rewritten on a quest by quest basis to enable MQing.
Quests are still being found/reported that need MQing added to them (e.g. sky quests)

The monk quests were never MQ back in 99 is my point.
