The dirk turnin shouldn't take any faction to get the declaration. There are some posts on allakhazam about doing it at any non-KoS values. It's only turning in the Ring 10 for DA Scroll that required faction.
The Dain also shouldn't be limited to giving out a single declaration. There is no evidence to support that as far as I'm aware. The Sentry in GD does have a 2 or 3 day respawn though.
