No, that graphic is the torch when it hits water. The plane of time key is the torch graphic. Not the other way around.

equip any torch underwater and you'll get this. On live you actually had to equip it underwater, not just have it equiped and take a swim.

On live, it worked from day 1 and still worked 2 years ago. Very few people knew about it on live since very few people actually used torches once kunark dropped, so everyone forgot about it. Pretty sure it is intentional.
