Yea for some reason none of the textures are showing up on live.
Hopefully they fix it , and the custom helms quest / graphic.

Custom helms get implemented later in the timeline (quest turn ins for quested plate helms/crowns, and tormax/dain/cowl of mortality) and helm of the tracker.

** Item Changes **

- Velious racial plate helm quests have been added that will allow you
to 'trade in' your existing helms for ones with textures. We have
decided to allow the players (or their characters) to chose whether
they wish to have the new helmet textures or to continue to use helmets
that show no graphics.

It does appear that gnomes get the first (2 months earlier) custom helm graphic available via tinkering based on this bug report.
