Yep, I'm sure a low level content developer was given free reign to change anything he wanted on both P99 servers with zero oversight to help his r99 elfsim guild.

any r99 history tour guide would tell you that he DID provide the research and code to make REAL live99 changes, although he would selectively ignore other changes in the same live patch notes

he would also give a heads up of changes in the pipeline so they could be taken advantage of

that being said he was a volunteer, and everyone has the ability to do the same thing
