is it possible we can still get the non-velious content that was going to be released at the original date (or so I heard) with Velious? like Warens, Spirit Wracked Cords quest, and the other little nifty things.

None of that stuff was going to be released at velious launch because none of it was classically with velious launch. All of those things are 6+ months after velious launches.
