Isn't that the message you get when you try to take a level <45 toon to the planes (Air/Fear/Hate)? Clearly you shouldn't be getting that going in to lowbie dungeon zones, so perhaps your zone files are messed up somehow.
You could test that theory by zoning in to those same zones with a different character. If it works, then you know the problem is character-specific: try deleting all the files with that character's name in your EQ directory. You'll lose your friend list and window arrangement and such but it might fix things. If you get the same error with another character (or if you don't have another character to try) then you might just want to try reinstalling EQ entirely. It might be overkill, but that usually resolves client-side problems. Good luck.

Thanks for the response.
I tried going in with a 23 Monk and it worked. Then leveled the fresh character to level 3 before trying again and the error still happened. And yes that seems to be the error for entering the planes so it's strange. I'll try your other suggestions. | ||

Still the same issue. Here is the exact error by the way:
