'Custom content', at least as far as zones go, will probably be re-working and modifying existing zones form live I would think. It is a shit ton of work to actually build a new zone. Stuff like custom quests, items, and critters are easier.

Devs have already stated making brand new zones/encounters is easier than reworking existing content. Just FYI since your post seemed to assume the opposite.

Well, I guess I am just plain wrong. I had thought that coming up with all of the zone geometry, pathing, 3d models, NPC's, spawn locations, bind locations, and so forth would be harder than adding a few critters and some scripting, but I guess not.
