I will stoop to making a real reply. Since it is generally accepted that ce pulls from etry area and ballroom, any mobs you were keeping down that they moved past you and killed are petitionable. If they were up for five min or whatever they are open to all even if they move past you to do it.

Last week I was with a group in HH. We are pulling the orcs and realize there is a level 60 druid parked on top of the rocks killing the PH for the shiny brass idol.

We asked him if he could let us kill the PH so we can get the full EXP per cycle.

He told us no, because he didn't trust that we would let him have the named. I'm pretty sure he could 1 shot the named if he wanted so why even care about trust.

In a conflict the gm's check records of spawns, kills, and agro lists. Thats about it. They won't go look at the he said shee said minutiae. In this case if you killed the ph a couple times then the next kill was by him you could petition it and he would be punished if the pop was fresh. You have to be aware of this because it can be used against you.
