Pretty much, yes. And not to mention this parse that was posted showing how much better the Monk skill, Block, is at avoidance compared to Parry.

It only gets more imbalanced in Velious, when apparently they decided that Monk itemization gets a massive AC boost with things like 60 AC leggings equal to or better than what actual tank classes get..

The skill caps you posted are from Velious 2001.02.21 patch. I cannot log in right now to confirm, but pal/sk def caps should be in the 225 range iirc. Classically, we actually get a nice bump in effectiveness in Velious ^^ though it is still not enough ^^
