Found some more info today on Sontalak on the safehouse forums from 2001-02

We tested the updated version of sontalak and he is working much better then the old version was, char is procing correctly and often like it should but something is still missing. Only issue i found was his Molten breath AE proc has a 12 second reuse timer. Where it shouldn't have a reuse timer at all. It can proc twice in one second just like char or you can go half the fight and get very lucky without it procing once.

Fast heals in the early seconds of the battles really piss off Sontalak and with his triple 650ish hits and his 700 dd proc, 650 ae proc, and dispell. A cleric/healer who gets aggro fast won't live more then a couple seconds.

Only thing that kills people is his 700 dd proc and his 650 proc AE. Which both go often very often. Although, if you have a brave Shaman, you could try chain crippling him to keep his proc rate as low as possible. His 2 Procs are exactly like Venril Sathir's proc. They won't go off if he's not actually hitting you.

Sont is one of those unique mobs that remains nearly as tough as he was through several expansions, and is one of the few where the difference between life and death is often dependant on luck rather than skill (his proc luck to be specific).
