Quest Issue: Inert Potion Quest, problems spawning Slasin AND he won't give faction after potion

Tried again, real Slasin was up. Kicked off quest, gave him potion, he poofed.
Back upstairs to kick off quest again - no Slasin real or fake. Did this a few times. Nodda.
Going to try again today.

Still fucked for me, did you ever come back and have better luck?
