This is usually a problem with your resolution.

Open the eqclient.ini file, in your P99 folder and edit the following values:
WindowedMode=TRUE

WindowedWidth=1280
WindowedHeight=700
Width=1280
Height=700

But replace the values for ones more appropriate for your monitor.
