3 feet of snow is nothing and only stops Cities that are full of whiny douches . ( Toronto )

The rest of us put on 2 sweaters and get to work.

I've driven my Porsche in 12 inches of Snow in summer tires for funsies.

I'm very interested to know what city you're attempting to compare to NYC or Boston, given you ruled out Toronto and I'd assume Vancouver as well.

I've spent a few winters in PG and Calgary. Bit colder, bit more snow. Not much different overall.

Comparing my experience in Calgary to NYC actually showed me that "dry cold" isn't as bad as what I'd been used to. Up until that I hated when people used the terms "dry cold" and "dry heat". It gave me the "dry heaves".
