Did this change somehow effect how NPCs interact with guards? I just got killed by the banker when I attacked a guard, she jumped in to help. That has never happened before.
EDIT: Not the banker, sorry, it was the merchant next to the guard by the barrels. The female. Rallia Harpna. After going back there, I realized she seems to be incorrectly on the guard faction now. To me, merchants = indiff. Guards = dubious. But now Rallia is also Dubious, she must be on the guard faction, which is why she attacked.
